Excess and surplus lines insurance—often called E&S or surplus lines—provides another market for coverage that is not available through traditional insurers. Surplus lines insurance is regulated, but its consumer protections differ from those of traditional insurance. In particular, surplus lines policies are not protected by state insurance guaranty funds, which can pay covered claims if an eligible insurer becomes insolvent.
